Background of the Representation: On 23 December 2023, a grievance was formally registered on the PMO grievance portal by Dr. Ishtdev Sharma, Chairman, Helpful Foundation. The grievance was categorized under Home Affairs ā Information Security and addressed to the Hon’ble Prime Minister of India.
The submission highlighted information collected by the Foundation’s research team regarding multiple companies operating in Canada that were alleged to openly use the “Khalistan” name and promote or support Khalistan-related activities, including support for the so-called Khalistan referendum directed against India.
The representation requested appropriate examination and action by the competent authorities and offered cooperation for further verification or assistance.

- Names of 12 Canada-based entities using the “Khalistan” identity in business or organizational titles

Context: What is Khalistan?
Khalistan refers to a proposed separate sovereign state that some Sikh separatist groups advocate for, to be carved out of the Punjab region of India.
In clear terms: The word “Khalistan” comes from two words ā Khalsa (the Sikh collective/community) and Stan (land or country).
ā Meaning “Land of the Khalsa”It is not an officially recognized country. It represents a political-separatist ideology, not the belief system of Sikhism itself.

- Sikhism as a religion does not demand a separate nation
- The Khalistan movement gained momentum mainly during the 1970sā1980s, particularly after political tensions in Punjab
- The movement is associated with extremist violence, terrorism, and insurgency during that period
