Fee Structure

💰 Membership & Fee Note

🏅 HF Membership Holders

No fee is required to register a complaint. Active members enjoy complimentary complaint registration across all categories.

👤 Non-Members

A fee is applicable for legal action and complaint registration. The fee affidavit must be submitted along with the complaint form.

Public Grievance Issues

📚 Types of Education Complaints in India

Five major categories of complaints handled under the Education section — covering admission, quality, discrimination, higher education, and special rights matters.

Category 01

Admission & Access Complaints

  • Denial of admission to children (especially under the 25% quota for EWS/BPL students in private schools as per RTE Act)
  • Discrimination in admission on the basis of caste, gender, disability, religion, or economic status
  • Charging of capitation fee or donations illegally
Category 02

Quality of Education & School Facilities

  • Non-availability of teachers or deployment of unqualified teachers
  • Lack of basic infrastructure: classrooms, drinking water, toilets, electricity
  • Denial of free textbooks, uniforms, or mid-day meals (under government schemes)
  • Harassment or corporal punishment of students
Category 03

Discrimination & Harassment

  • Caste-based or gender-based discrimination in schools/colleges
  • Bullying, ragging, or harassment of students
  • Sexual harassment of students (covered under POCSO Act and POSH Act where applicable)
Category 04

Higher Education Complaints

  • Denial of degree certificates or delay in results
  • Unfair practices in examinations and admissions
  • Malpractices by private colleges/universities
  • Non-refund of fees after withdrawal of admission

Special Rights in Education

  • Denial of education to children with disabilities (violates Rights of Persons with Disabilities Act, 2016)
