Background

Helpful Foundation, an organisation working towards safeguarding India’s national integration, economic security, and national security, has raised a serious national security concern through an official representation submitted via the PMO Public Grievance (PMOPG) Portal on 27 June 2025 ARMYDATA.

The representation highlights claims made by an international cybercrime group regarding a large-scale breach of sensitive Indian defence and government data.


Nature of the Alleged Data Breach

According to publicly available claims made on the dark web, the Babuk Locker ransomware group has alleged that it accessed and exfiltrated approximately 20 terabytes of sensitive data linked to Indian defence and security institutions over multiple years.

The time span of the allegedly compromised data reportedly ranges from 2011 to 2025.


Institutions Reportedly Affected

The claims indicate potential compromise of data connected with the following organisations:

  • Defence Research and Development Organisation (DRDO)
  • Ministry of Defence (MoD)
  • Indian Navy
  • Border Security Force (BSF)
  • Directorate General of Aeronautical Quality Assurance (DGAQA)
  • Directorate of Defence Production (DDP)
  • Secretary of Defence (Military)
  • Other defence quality assurance and logistics units

Nature of Allegedly Exposed Information

Based on materials observed on the dark web, the allegedly leaked data may include:

  • Names and service details of Indian Army officers
  • Unit and deployment-related records
  • DRDO employee identification data
  • Mobile numbers and internal contact details
  • Copies of identity documents (Aadhaar, passport, PAN)
  • Sensitive project records, including missile programme documentation
  • Information related to VVIP security locations

Such data, if authentic, would pose serious risks to national security, personnel safety, and institutional integrity.

The incident raises broader questions regarding:
