Public Grievance Issues for Complaint Registration
📌The Foundation’s primary mandate is to promote and protect human rights across India. It strives to:
- Spread awareness about fundamental human rights and duties.
- Assist victims of violations in seeking justice.
- Take cognizance of complaints relating to human rights violations.
- Work towards creating a more just, equitable, and inclusive society.
Guided by the principles of justice, equality, and dignity, the Helpful Foundation functions as a people-centric organization dedicated to public welfare, legal aid, and advocacy for the vulnerable and marginalized sections of society.
Human Rights and the Role of the Helpful Foundation
The denial of, or impediments to, the realization of constitutional rights—such as the right to life, liberty, equality, and dignity—constitutes a matter of human rights violation. Similarly, issues arising from the denial or obstruction of access to government welfare schemes and policies also fall within the ambit of human rights concerns.
In such cases, individuals and communities may approach the Helpful Foundation for assistance and remedy. The Foundation works to:
- Take cognizance of complaints related to human rights violations.
- Facilitate access to justice for affected individuals.
- Advocate for the proper implementation of government welfare schemes.
- Provide support, awareness, and legal aid to ensure the protection of rights and dignity for all.
Issues on Which Complaints Can Be Registered with the Helpful Foundation
The Helpful Foundation takes cognizance of complaints where lawful action has not been taken by the police, administration, or other government departments in matters relating to human rights violations, including (but not limited to) the following:
Police and Custodial Matters
- Unlawful detention, false implication, illegal arrest.
- Custodial violence, harassment, encounter deaths, custodial deaths in police/prison custody.
- Detention of prisoners beyond the period of punishment; unlivable jail conditions.
Atrocities and Discrimination
- Atrocities against Scheduled Castes (SCs) and Scheduled Tribes (STs).
- Denial of their rights and entitlements under social welfare schemes, including land pattas.
Labour and Exploitation
- Bonded labour, child labour, child marriage.
- Trafficking, forced labour, and other exploitative practices.
Women’s Rights
- Dowry deaths or attempts thereof, dowry demands.
- Sexual harassment, indignity, and exploitation of women.
Elderly and Vulnerable Groups
- Non-registration of complaints regarding neglect, denial of care by family members.
- Cases of human trafficking, abduction, assault, or murder.
- Inaction in corruption-related offences affecting rights.
Basic Rights and Welfare Schemes
- Denial of civic amenities: safe drinking water, clean environment, healthcare, transport, and communication.
- Violation of rights under the Right to Education, Right to Food, and Public Distribution System.
- Cases of malnutrition, starvation deaths, and denial of benefits under schemes such as MGNREGA, ICDS, old-age pensions.
- LGBTI+ rights violations.
Rights of the Disabled & Environmental Concerns
- Violations of the rights of persons with disabilities.
- Displacement due to mega projects.
- Environmental pollution and ecological degradation.
Preventive Human Rights Concerns
- Inaction on issues requiring preventive steps to check unlawful activity.
- Failure to act against communal violence, public unrest, or deterioration of law and order.
Who Can File a Complaint?
- The victim of a human rights violation.
- Any person on behalf of the victim.
- Any individual or organization acting in the public interest.
- The Helpful Foundation may also take suo motu cognizance of serious human rights violations reported through credible media sources.
