Helpful Foundation places on record a formal representation submitted to the Prime Minister’s Office (PMO) regarding information-security concerns linked to Khalistan-related activities outside India, particularly in Canada.

Background of the Representation

On 23 December 2023, a grievance was formally registered on the PMO grievance portal by Dr. Ishtdev Sharma, Chairman, Helpful Foundation. The grievance was categorized under Home Affairs → Information Security and addressed to the Hon’ble Prime Minister of India.

The submission highlighted information collected by the Foundation’s research team regarding multiple companies operating in Canada that were alleged to openly use the “Khalistan” name and promote or support Khalistan-related activities, including support for the so-called Khalistan referendum directed against India.

The representation requested appropriate examination and action by the competent authorities and offered cooperation for further verification or assistance MEA Grievance Status.

Nature of Information Submitted

The grievance included:

  • Names of 12 Canada-based entities using the “Khalistan” identity in business or organizational titles.
  • Partial addresses and publicly available contact details.
  • A request for inter-departmental and diplomatic-level scrutiny, given the national security and sovereignty implications.

The intent of the submission was preventive and informational, aimed at alerting Indian authorities to potential misuse of corporate or organizational fronts for activities hostile to India.

Processing by Authorities

  • The grievance was initially routed through the Ministry of Home Affairs and later examined by the Ministry of External Affairs (MEA).
  • Officers at Joint Secretary level reviewed the matter.
  • On 09 January 2024, the grievance status was marked as “Case Closed” with the remark:

Khalistan refers to a proposed separate sovereign state that some Sikh separatist groups advocate for, to be carved out of the Punjab region of India.

In clear terms:

  • The word “Khalistan” comes from two words:
    • Khalsa (the Sikh collective/community)
    • Stan (land or country)
      → Meaning “Land of the Khalsa”
  • It is not an officially recognized country.
  • It represents a political-separatist ideology, not the belief system of Sikhism itself.

  • Sikhism as a religion does not demand a separate nation.
  • The Khalistan movement gained momentum mainly during the 1970s–1980s, particularly after political tensions in Punjab.
  • The movement is associated with extremist violence, terrorism, and insurgency during that period.
  • Today, the idea is largely rejected within India, including by most Sikhs living in Punjab.
  • Some overseas fringe groups still promote the ideology, often through propaganda rather than ground-level support.

  • Many organizations promoting violent separatism are banned under Indian law.
