Between 2011 and 2016, the Uttar Pradesh state government spent ₹40,854.63 crores on the construction and maintenance of various types of roads. However, there were serious irregularities at all stages of the tendering process and contract management. The fundamental norms for road design and cost estimation were not followed. The tendering process lacked both transparency and competition. Many contractors who did not meet the minimum technical requirements were approved during the technical evaluation, and there were clear signs of collusive bidding in major contracts across most districts.

Additionally, government instructions to prevent the use of construction materials sourced from illegal mining were not adhered to. There was widespread granting of concessions and undue benefits to contractors, along with a complete disregard for ensuring road quality and protecting government interests.
